"Why," you ask? Because we want profile pages to have freedom of customization, but also to have some consistency. This way, when anyone visits a deviant, they know they can always find the art in the top left, and personal info in the top right.
Don't forget, restraints can bring out the creativity in you!

How much would it cost for you to design my blog based on very specific criteria? I pretty much have the design--the colors, images, et cetera--decided, but I'm not an artist or a programmer...

Well, with a blog, it's more about posts than pages, and each post is the same. You'd just have to design the way posts look, the header, and the side bars...all on one page. Would that be only $20 (not including stock images)?
